The newspaper must meet specific rules and <br />must be chosen based on their location. <br /> <br />The Elk River Star News meets those qualifications and is in the city so it must be chosen as the <br />utilities’ official newspaper. <br /> <br />In January 2024, ERMU initiated the process to establish its website as an alternative <br />dissemination method for bids, requests for proposals, request for information, etc. per state <br />statute 331A.03, subd. 3(a)-(b). After a six-month transition period, ERMU has officially satisfied <br />the requirements to also establish the website as an acceptable publishing platform should that <br />be more advantageous to the Utilities than posting notices in the newspaper. <br /> <br />39
