- 1 - <br />Section 1 <br />Introduction <br /> <br />The City of Elk River, MN owns a municipal utility providing service to <br />approximately 13,700 retail electric customers. The electric utility is operated by <br />Elk River Municipal Utilities (ERMU) and is under the direction of the Elk River <br />Municipal Utilities Commission. This report has been prepared by Dave Berg <br />Consulting, LLC to examine the rates and charges for electric service in Elk River. <br />The study includes an examination of the allocated cost of service based on actual <br />2024 utility operations (Test Year). It also includes projected operating results for <br />2025-2029 (Study Period). As a result of the analyses undertaken and reported <br />on herein, electric rate recommendations have been developed for consideration <br />by ERMU. <br /> <br />
