<br />reviewed and recommended by the Public Works Supervisor. <br /> <br />Government Building Fund <br />Used for municipal building construction/maintenance, landscaping, and remodeling. The Facilities Maintenance <br />Supervisor and department directors identify needed building improvements, which are updated annually. The <br />landfill expansion fee and interest earnings are the primary funding sources. The landfill expansion fee is <br />scheduled to expire in 2030, but is expected to end as early as 2027-2028 based on landfill capacity. The fund <br />has covered debt service payments for the public works building since 2012 and will also cover the 2026 debt <br />service. Projects included for 2026 include adding a rooftop patio for the Overlook Lounge and parking lot <br />expansion at the FTCenter. Both FT Center projects will be repaid as an intergovernmental loan over a 10- <br />year amortization schedule similar to the 2023 Zamboni financed using the Equipment Replacement Fund. <br /> <br />Park Dedication Fund <br />Cash balance has decreased from last year to about $127,000 as of 9/30/2025. We are waiting for State/Federal <br />Aid reimbursements for the Mega Loop Trail Project of approximately $1,280,000. Projects planned for 2026 <br />include the Highway 10 and County Road 44 trails. <br /> <br />Park Improvement Fund <br />Funds the replacement and maintenance of park amenities with an annual $250,000 transfer from the Liquor <br />Fund. The projects identified by the Parks & Recreation Commission for 2026 include updating the Parks and <br />Recreation Master Plan, upgrades at the PT Complex and Hillside Park, a basketball court at Ridgewood East <br />Park, leasing a Turf Tank for athletic field lining, and miscellaneous repairs at several parks. <br /> <br />Pavement Management Fund/MSA <br />A franchise fee on gas and electric utilities is the primary ongoing revenue source to provide long-term funding <br />for the pavement management program. Municipal State Aid (MSA) is also utilized to fund portions of various <br />street improvement projects. The maintenance portion (25%) of MSA offsets the cost of the sealcoating and <br />smaller overlay preventative maintenance projects. MnDOT’s transportation funding allotment for 2026 will be <br />about $1,806,000. <br /> <br />Public Safety Aid <br />In 2023, the city received a one-time payment of $1,145,601 to provide public safety. Some eligible uses <br />include: community engagement, training programs, first responder wellness, and equipment. The remaining <br />balance as of 10/30/25 is about $533,700. Projects planned for 2026 include police drone replacement. <br /> <br />Funding Yet to be Determined <br />Capital items or projects pending review that do not have an associated funding source identified. Projects for <br />2026 include construction/design of the Jackson Street Water Tower site, Fire Station 1, fire aerial <br />replacement, and updating the Knox Box key secure system. <br /> <br />Other Funds <br />Projects listed for 2026 that are associated with budgeted funds, such as Liquor, Sewer, and Stormwater have <br />been reviewed during budget work sessions or already approved by Council. <br /> <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Responsibly grow <br /> <br />Attachments <br />Page 315 of 379
