The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />8.2 <br /> <br />Meeting Date <br />November 17, 2025 <br />Prepared By <br />Zack Carlton, Community Development Director <br /> <br />Item Description <br />Concept Plans: Elk River Water Tower Historic Site <br />Reviewed by <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Accept, by motion, the plans for the Elk River Water Tower Historic Site. <br /> <br /> <br />Background/Discussion <br />The Heritage Preservation Commission has been working with Mend Collaborative and a subcommittee that <br />includes commission members, Council Member Calva, and staff to prepare conceptual plans for the Jackson <br />Street Water Tower site. The project included multiple public participation opportunities, including an online <br />survey and two events at the Farmer's Market. The feedback from the community and the subcommittee has <br />been incorporated into the conceptual plans. This site is anticipated to be the anchor for a larger Elk River <br />Historic Trail/ Walking Tour, where residents and visitors are invited to walk along a marked trail that tells <br />the history of Elk River. <br /> <br />Representatives from the Committee and Mend Collaborative will present the plans, cost estimates, and grant <br />funding research. Staff request Council feedback on the project, and ask for a motion to accept the plans. The <br />project scope included the identification of grant and fundraising opportunities. If the plans are accepted, staff <br />will begin looking more closely at these opportunities and prepare for grant submittals based on the individual <br />submission windows. The first step in the process, and one that will support the grant applications, will be the <br />preparation of construction plans with material specifications. Staff have included a request for funding the <br />plans in the CIP for 2026. <br /> <br />Financial Impact <br />Staff will work to secure grant opportunities and donations, but the construction will require matching funds, <br />which may be proposed as part of a future city budget. <br /> <br />Mission/Policy/Goal <br />Reflect the culture of citizens and what is important, together we win, and timeless <br /> <br />Attachments <br />1.
