<br />smaller, more regular, changes. <br /> <br />In reviewing the proposed fee changes, staff compared the current and proposed fees with Sherburne County <br />and our surrounding communities. Generally, the proposed fees fall within the range of our peers, with the <br />biggest change arising from a change to the way proposed improvements are valued. The existing valuation <br />stems from a fee table that was created in 1997. Communities have moved to adding a percentage increase to <br />that valuation, which we have not done in the past. The proposed change is in line with Sherburne County, <br />and splits the comparisons of a 106% and 110% increase. <br /> <br />Additional changes, including recommended increases to signing and grading permits, have been <br />recommended to account for the actual time spent on those permits — for example, the number of <br />inspections required or staff time required to review the plans. <br /> <br />Environmental <br />The new yard waste site program fees will be implemented. All other changes in the Environmental section <br />are associated with increased costs of services to administer. <br /> <br />Parks and Recreation and Elk River Municipal Utility <br />Park shelter rentals and senior activity membership fee changes are recommended by the Parks and <br />Recreation Commission. Municipal utility fees are recommended by the Utilities Commission. <br /> <br />Fire <br />This fee is being increased to reflect staff time costs and is in line with surrounding communities. <br /> <br />Police <br />Dangerous/Potentially Dangerous Dogs fees have not been reviewed since the implementation of the state <br />laws.
