Staff approval of all civil plans supporting the construction of the public cul-de-sac. <br />2. The applicant must enter into a development contract with the city regarding the construction of the <br />cul-de-sac. <br />3. Park Dedication Fee shall be paid for one new single-family parcel. <br /> <br /> <br /> <br />Background/Discussion <br />The applicant, Allen Perkins, has submitted a subdivision request to split an existing 5-acre parcel into two <br />parcels. One of the lots will house the existing home and accessory structure, and the second parcel will be a <br />new buildable parcel. The subdivision also includes right-of-way dedication for Queen Street, which has been <br />considered a public street, but will be improved with a cul-de-sac as part of this project. Additionally, due to <br />the location of the cul-de-sac near a wetland and existing home, the Engineering Division worked with the <br />applicant to reduce the size of the cul-de-sac, but still ensure it's full functionality for the public. <br /> <br />The property is located in the R-1a zoning district, which requires a minimum lot size of 2.5 acres. Dedication <br />of right-of-way along the south property line for 196th Ave and for the new Queen Street cul-de-sac has <br />reduced the lot sizes below the minimum size within the ordinance. The Board of Adjustments reviewed a lot <br />size and wetland setback variance on October 28, 2025, approving both requests. One of the conditions of <br />approval required the applicant to work with staff to minimize the impact on the wetland buffer and setback. <br />The reduced size of the improvement, approved by engineering, accomplishes this goal and keeps the <br />impervious improvements out of the 25-foot wetland buffer. The subdivision of a 5-acre parcel into two lots <br />is also consistent with other properties in the immediate vicinity. <br /> <br />Park Dedication <br />The Park and Recreation Commission reviewed this plat for park dedication requirements on November 12, <br />2025, and recommended a cash payment for one new buildable lot. The Commission also recommended a <br />trail easement along the south property line. The plat dedicates right-of-way, which is where a future trail <br />Page 148 of 379
