The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.10 <br /> <br />Meeting Date <br />November 17, 2025 <br />Prepared By <br />Mitchell Litfin, Street and Park Superintendent <br /> <br />Item Description <br />Agreement 25-34: Shed User Agreement with MN <br />Biathlon and Certificate of Insurance <br />Reviewed by <br />Justin Femrite <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Approve Agreement 25-34 with Minnesota Biathlon. <br /> <br /> <br />Background/Discussion <br />Minnesota Biathlon has requested continued use of the biathlon shed and range within Woodland Trails <br />Regional Park.The range and shed are for storage of equipment related to their biathlon programs.The <br />original construction was done by this group but never formalized into any agreement. <br /> <br />This arrangement supports Minnesota Biathlon's operations and helps ensure accessibility and organization of <br />its resources throughout the year. <br /> <br />To formalize the agreement and protect the city’s liability, MN Biathlon has submitted a Certificate of Liability <br />Insurance naming the city as an additional insured. This certificate meets the city’s insurance requirements for <br />third-party use of municipal facilities and ensures adequate coverage in the event of injury. <br /> <br />Damage or other liability incidents related to the association's use of the shed and range are covered through <br />a formal use agreement outlining the terms and conditions under which Minnesota Biathlon may access and <br />utilize the shed and range. <br /> <br />Financial Impact <br />NA.
