The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />11.3 <br /> <br />Meeting Date <br />November 3, 2025 <br />Prepared By <br />Lindsay Brandner, Senior Administrative Assistant <br /> <br />Item Description <br />Community Service Officer Tuition Reimbursement <br />Reviewed by <br />David Kuhnly <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Discuss the implementation of tuition reimbursement for part-time Community Service Officers. <br /> <br /> <br />Background/Discussion <br />The police department is proposing to develop a tuition reimbursement program for part-time community <br />service officers (CSO) using the city's current tuition reimbursement policy as a guide. <br /> <br />Tuition reimbursement is a common recruitment practice in retaining CSOs to become future police officers. <br />This tuition reimbursement program is only available to part-time CSOs who are committed to becoming <br />police officers for the Elk River Police Department and will not receive reimbursement until they have <br />completed schooling and the police officer hiring process. <br /> <br />Financial Impact <br />No financial impact in the 2025 budget. The department does not anticipate any budget impact based on <br />current staffing in 2026.
