The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.7 <br /> <br />Meeting Date <br />November 3, 2025 <br />Prepared By <br />Zack Carlton, Community Development Director <br /> <br />Item Description <br />Resolution 25 - 64: Final Plat of Oakwater Ridge <br />First Addition <br />Reviewed by <br />Chris Leeseberg <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Adopt Resolution 25-64 approving the final plat of Oakwater Ridge, subject to the following conditions. <br />1. Staff approval of all engineering, grading, utility, site, and landscape plans. <br />2. Park dedication shall be paid at an adjusted rate of $1,000 per lot. <br />3. The Water Availability Charge shall be paid prior to releasing the final plat. <br />4. The developer shall convey outlots A, C, and O to the city prior to releasing the final plat. <br />5. Developer must coordinate the relocation or modification of overhead power lines and poles with Elk <br />River Municipal Utilities (ERMU). <br />6. Prior to releasing the Final Plat for recording, the developer shall furnish a boundary survey of the <br />proposed property to be platted with all property corner monumentation in place and marked with <br />lath and a flag. <br />7. Council approval of a Development Contract outlining the responsibilities of the developer and the <br />city. <br />8. A letter of credit equal to 100% of the cost of the public improvements must be provided prior to <br />releasing the plat for recording. <br />9. Upon completion of all public improvements and acceptance by the city, a security or warranty in a <br />form acceptable to the public works director must be secured. <br />10. All wet stormwater basins require a 25-foot easement in accordance with setback and buffer <br />requirements outlined in Sec. 30-1852. The buffer must be marked with approved signs. <br />11. Setback lines shown on all plans must reflect the 45-foot setback required for all wet ponds. <br />12. Trails and other features within the floodplain must comply with the floodplain ordinance standards. <br />13. All temporary dead ends must include signage stating "Future Through Street" and a temporary cul-de- <br />sac when the street will have driveway access. <br />14. The developer and the city must design and install access improvements at Highway 10 and 165th Ave <br />to support the traffic needs of the proposed development. <br />15. Any item or condition found that indicates the site is likely to yield information important to pre- <br />history or history shall be reported to the city immediately. Furthermore, the city reserves the right <br />to halt work authorized for its approval until the site has been properly investigated and the work is <br />authorized. <br />Page 100 of 322
