The property has a stormwater pond for the adjacent public streets, but is <br />otherwise unimproved. <br /> <br />The Comprehensive Plan guides the property for Rural Residential uses, and the zoning reflects that with an <br />R-1a (single-family residential) classification. The adjacent parcels to the east, and across Brook Road, are <br />large lot single family parcels. Across Highway 169, the area is guided for industrial uses, generally consisting <br />of mining, concrete plant, and retail landscape materials. <br /> <br />The proposal would support an initiative from the county to construct a billboard on the lot, advertising to <br />motorists along the highway. With the current use of the property as a stormwater pond and the location <br />between an entrance ramp and county road, development as residential may not be feasible. Billboards are <br />only permitted on industrial and commercial properties immediately adjacent to a highway. This lot, if <br />rezoned, would support the desired use. <br /> <br />In considering this request, the Planning Commission should consider potential impacts to nearby homes. The <br />change from residential to commercial will require a supermajority of the city council. <br /> <br />Financial Impact <br />None <br /> <br />Page 4 of 74
