The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community
engagement that encourages and inspires prosperity

Request for Action

To
Parks and Recreation Commission
Item Number
8.1

Meeting Date
October 8, 2025
Prepared By
Jeff Shelby, Recreation Manager

Item Description
Electric Bicycles and Devices — Trail Usage
Reviewed by
Jeff Shelby
Joe Stremcha

Action Requested
Discuss e-bikes and motorized personal devices on trails within city limits.

Background/Discussion
Members of the community have expressed concerns about the usage of both e-bikes and other electric and
motorized personal devices on trails within the city. Most cities in the state have seen increased e-bike usage
within the last year. The city council is considering e-bike usage on city sidewalks.

Currently, the state of Minnesota allows all three classes of e-bikes on all paved trails. E-bikes are subject to
any trail speed limits, like ordinary bikes. Under state laws, an e-bike must have pedals, a motor under 750
watts, and operate at speeds under 28 mph. Users must be at least 15 years old to operate an e-bike and
adhere to the same traffic laws as traditional bicycles. Cities and local authorities have the ability to regulate e-
bike use further if deemed necessary. Those regulations generally come in the form of speed limits or location
restrictions.

The Sherburne County Park and Trail Advisory Committee recently recommended an ordinance amendment
prohibiting the use of a bicycle in excess of 20 mph, as well as the use of a motorized bicycle that is not an
electric assisted bicycle. The Sherburne County Board of Commissioners formally adopted the
recommendation and amended their ordinance to reflect the recommendation.

Financial Impact
None.

Mission/Policy/Goal
Meet changing needs - agile.

Attachments
1.
