Page 37 <br /> <br /> <br />16. Visual: <br /> <br />a) Describe any scenic views or vistas on or near the project site. Describe any project <br />related visual effects such as vapor plumes or glare from intense lights. Discuss the <br />potential visual effects from the project. Identify any measures to avoid, minimize, or <br />mitigate visual effects. <br /> <br />The portion of the Mississippi River from the County-State Highway 7 bridge in St. Cloud to the <br />northwest boundaries of the Cities of Anoka and Champlin are designated a component of the <br />Minnesota Wild, Scenic, and Recreational River Systems (Minnesota Rules parts 6105.0910 and <br />6105.0950). The project area sits adjacent to and above the Mississippi River. This relative <br />highpoint will be maintained, and the potential viewshed will be minimally altered. The proposer <br />is committed to conserving mature trees to the extent possible, specifically along the western <br />hillslope. The western portion of the site is within shoreland and, therefore, subject to stricter <br />vegetation alteration requirements, setbacks, and large lot sizes. Moreover, the development is <br />clustered along U.S. Highway 10, leaving the western portion as open space, which will mitigate <br />impacts on the viewshed from the Mississippi River. Floating docks will be visible on the shore <br />of the scenic river corridor. <br /> <br />The development consists of residential/commercial development with interior roads, stormwater <br />features, trails, a greenway corridor, and open space. Substantial visual effects are not <br />anticipated, mainly the transition from open agricultural land to developed land. The <br />development will adhere to the City’s landscaping and screening requirements, enhancing the <br />visual character and promoting compatibility between land uses. The parking area associated <br />with the commercial parcel will be screened in accordance with Chapter 30 Section 30-896 of <br />the City code. Likewise, a berm is planned along the easternmost residential lots. This vegetated <br />berm will create a separation from U.S. Highway 10. Tree plantings will distribute trees <br />throughout the entire development to mitigate removal. The project is not anticipated to produce <br />any intense lights (glare) or include industries that would emit vapor plumes. The nighttime <br />lighting, which consists of streetlamps and yard lights, is expected to be typical of a residential <br />development. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
