The <br />wetlands are located within the Mississippi – St. Cloud major watershed and bank service area <br />#7. The location of the wetland banking credits would be subject to availability. Once the <br />environmental review is completed, a wetland permit application will be submitted to the City of <br />Elk River and the USACE, as applicable, the permit will further discuss measures to avoid or <br />minimize wetland impacts. <br /> <br />The upland surrounding the two onsite wetlands will be designated as a buffer and established in <br />accordance with City rules. In accordance with Chapter 30, section 30-1852 of the City code, 25- <br />foot buffer strips will be established from the delineated wetland boundary, and a minimum 20- <br />foot setback from the wetland buffer strip will also be established (2). The buffers/setbacks will <br />reduce sedimentation, stormwater runoff, and the number of pesticides/herbicides that reach the <br />wetlands. <br /> <br />(2) Other Surface Waters – Describe any anticipated physical effects or alterations to <br />surface water features (lakes, streams, ponds, intermittent channels, <br />county/judicial ditches) such as draining, filling, permanent inundation, dredging, <br />diking, stream diversion, impoundment, aquatic plant removal and riparian <br />alteration. Discuss direct and indirect environmental effects from physical <br />modification of water features, taking into consideration how current Minnesota <br />climate trends and anticipated climate change in the general location of the project <br />may influence the effects. Identify measures to avoid, minimize, or mitigate <br />environmental effects to surface water features, including in-water Best <br />Management Practices that are proposed to avoid or minimize <br />turbidity/sedimentation while physically altering the water features. Discuss how <br />the project will change the number or type of watercraft on any water body, <br />including current and projected watercraft usage. <br /> <br />The proposed project is not expected to directly affect any surface water features such as lakes, <br />streams, ponds, intermittent channels, or County/judicial ditches. <br /> <br />Best management practices (BMPs) will be utilized to avoid and minimize sedimentation to the <br />Mississippi River and other offsite waterbodies. Following construction, permanent stormwater <br />features will be installed (infiltration basins and stormwater ponds). <br /> <br />The current concept plan includes floating docks for the riparian lots. South of the park/open <br />space, an HOA dock is also proposed. A public floating dock is proposed west of the lower <br />cultivated field on the Mississippi River.
