1.0 INTRODUCTION <br />At the request of Mr. Matt Barker with Capstone Homes, Carlson McCain has prepared this Phase <br />I ESA for the Property located at 16330 US Highway 10 NW in Elk River, Minnesota (referred to as <br />the "Property" or "Site", hereafter). This report was prepared in general accordance with the scope <br />of work and limitations of ASTM Standard Practice E1527-21, the U.S. Environmental Protection <br />Agency (EPA) Standards and Practices for All Appropriate Inquiries (AAI) (40 CFR Part 312).This <br />report summarizes the findings of the ESA, including historical uses of the Property and is designed <br />to provide an assessment concerning environmental conditions (limited to those issues identified in <br />the report) as they exist at the Property. <br />1.1 Significant Assumptions <br />This report provides a summary of past and present environmental concerns; however, this ESA <br />is limited by the availability of information that was reasonably ascertainable and practically <br />reviewable at the time of the Assessment. It is possible that contamination from unreported or <br />unauthorized disposal, for which there was no obvious indications, exists on the Property. <br />1.2 Limitations Conditions <br />This Assessment has been completed in accordance with the generally accepted methodologies <br />referred to in the ASTM Standard Practice E 1527-21 for conducting a Phase I ESA. <br />•For the purposes of this Phase I ESA, certain information was relied upon that was <br />provided by the User, defined by ASTM as "the party seeking to use Practice E 1527-21 to <br />complete an ESA of the Property," which is assumed to be accurate.Information provided by <br />the User is summarized in Section 3.0 of this report. <br />•Evaluating the compliance (i.e. compliance audit) of past, current or future owners <br />with applicable Local, State or Federal laws and regulations was not included in our scope of <br />services. <br />•Compounds or materials, other than those noted in this report for which there was no <br />obvious indication, may be present on the Property. <br />•Information gathered for the purposes of this Phase I ESA was used without <br />extraordinary verification. <br />•ASTM Practice E 1527-21 defines several non-scope considerations including but not limited <br />to asbestos, radon, lead paint, mold, wetlands, historical and ecological resources and <br />emerging contaminants.
