For project- <br />specific replacement a financial assurance per MN Rule 8420.0522, Subp. 9 and evidence that all required forms have been recorded on <br />the title of the property on which the replacement wetland is located must be provided to the LGU for the approval to be valid. <br /> <br />LGU Findings – Attach document(s) and/or insert narrative providing the basis for the LGU decision1. <br />☐ Attachment(s) (specify): <br />☒ Summary: WSB visited the property with Kjolhaug Environmental on 10/18/2024 and also on a second site <br />meeting with Kjolhaug Environmental, Capstone Homes, BWSR, and DNR on 11/26/2024. There was no snow <br />cover. The revised wetland boundary figure dated 12/20/2024 is the approved wetland boundary figure. <br />During the 11/26/24 site walk, there were two apparent groundwater seep features that were observed near <br />the base of the river bluff within Wetland 1. These two semi-permanently flooded features are depicted on <br />the revised 12/20/2024 Existing Conditions Figure 2. In addition, there are also two groundwater seep <br />features that were documented at the north end of Wetland 2. The TEP recommends further investigation of <br />these groundwater seep areas in 2025 to verify whether they may be a special aquatic resource as defined by <br />the DNR, or a rare natural community in accordance with MN Rules Chapter 8420.0515 – Special <br />Considerations. Results of the additional 2025 surveys of these areas will be provided to the City upon <br />completion. A DNR-qualified/certified consultant will be needed for this assessment.
