1

1.0 INTRODUCTION

1.1 Project Description

Capstone Homes is preparing for construction of a residential development in Elk River,
Minnesota and retained Haugo GeoTechnical Services (HGTS) to perform a geotechnical
exploration to evaluate the suitability of site soil conditions to support the proposed
development.

We understand the project will include preparing lots and house pads for numerous single-
family homes along with the associated streets, underground utilities and stormwater ponds.

1.2 Purpose

The purpose of this geotechnical exploration was to characterize subsurface soil and
groundwater conditions and provide recommendations for foundation design and
construction.

1.3 Site Description

The project site is located on the west side of U. S. Highway 10 between 167th Avenue NW and
Kelly Farm Road NW in Elk River, Minnesota. The project site covers an estimated area of
about 265 acres. The majority of the site was used for agricultural purposes but included
wooded areas on the west side of the overall property and included a farmstead in the west-
central portion of the overall property. The Mississippi River borders the site to the west.

The site topography was relatively flat across the property with the elevations at the soil
boring locations ranging from about 877 to 899 feet above mean sea level (MSL).

1.4 Scope of Services

Our services were performed in accordance with the Haugo Geotechnical Services proposal
25-0035 dated January 22, 2025. Our services were performed under the terms of our General
Conditions and were limited to the following tasks:

 Completing fifteen (15) standard penetration test soil borings extending to nominal
depths ranging from 15 to 30 feet with one boring extending to a nominal depth of 60
feet.
 Installing up to five (5) piezometers in selected soil borings.
 Completing up to three (3) trips to measure the groundwater levels in piezometers.
 Sealing the boring in accordance with Minnesota Department of Health requirements.
 Obtaining GPS coordinates and ground surface elevations at the soil boring location.
 Visually/manually classifying samples recovered from the soil boring.
 Performing laboratory moisture content and P-200 content tests on selected samples.
 Preparing soil boring logs describing the materials encountered and the results of
groundwater level measurements.
 Preparing an engineering report describing soil and groundwater conditions and
providing recommendations for foundation and pavement design and construction.
