The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community
engagement that encourages and inspires prosperity

Request for Action

To
City Council
Item Number
4.3

Meeting Date
July 21, 2025
Prepared By
Zack Carlton, Community Development Director

Item Description
Resolution 25-40: Final Plat of Bradford Park Second
Addition, Lennar
Reviewed by
Cal Portner
Tina Allard

Action Requested
Adopt Resolution 25-40 approving the updated final plat of Bradford Park Second Addition, subject to the
following conditions:
1. Council approval of a Development Agreement outlining the responsibilities of the developer.
2. The applicant must receive final approval of all state and federal wetland permits and applications prior to
recording.
3. The Water Availability Charge shall be paid in the amount required by the city when the final plat is
released for recording.
4. A Letter of Credit shall be provided to the city in the amount of 100% of the costs of the public
improvements.
5. Upon completion of all improvements and acceptance by the city, a security or warranty in a form
acceptable to the public works director must be secured.
6. The Development Plan shall be approved by the public works director prior to issuance of building permits.
7. Staff approval of all site, civil, and landscaping plans.
8. All mailboxes shall be clustered.
9. The developer shall convey lands identified for Park Dedication, consistent with the preliminary plat
approval.
10. A prorated park dedication fee shall be paid for 113 single-family lots.
11. Any item or condition found that indicates the site is likely to yield information important to prehistory or
history shall be reported to the city immediately. Further, the city reserves the right to stop work authorized
in its approval until the site is appropriately investigated and work is authorized.

Approve the development contract for Bradford Park Second Addition and authorize staff to make non-
substantive changes as required.

Background/Discussion
Lennar is seeking approval of an updated final plat for the second phase of Bradford Park. This phase will plat
113 single-family lots and establish the subdivisions' primary connection to County Road 40. The City Council
previously approved a final plat for this project on October 21, 2024, and March 3, 2025. The current plat
updates the scope of the plat from 96 to 113 lots and adjusts outlot locations to account for ownership
changes. The county road connection is a critical improvement for this project as it will minimize construction
traffic through the existing neighborhoods of Miske Meadows and Twin Lakes Estates.
