Option 3: 10' Asphalt Trail (New Council Request)
Pros:
• Safety: Ditch separates the path from the road.
• Recreation-friendly: Wide path encourages walking/biking.
• City-Maintained: Public works handles snow/ice removal using existing trail equipment.

Cons:
• Driveway Complexity: Similar ditch/culvert issues as Option 2.
• Greatest Environmental Impact: Requires the most grading and tree clearing.

Staff recommend updating the approved trail/sidewalk design to include a 10-foot trail separated by a
boulevard - option 3. This design reduces maintenance burdens for the city and residents, does not impact
street parking, and provides an off-street pedestrian and biking area for residents.

Development Agreement
The conditions for the approval of the plat include a requirement that a Development Agreement be signed
and recorded. Staff drafted the attached Development Agreement outlining the costs, responsibilities, and
required security in the form of a Letter of Credit. The agreement also outlines the park dedication
requirements included in the preliminary plat approval. This first addition dedicates one parcel for park
dedication, and recognizes that a second lot will be dedicated with a future addition.

The developer has reviewed the document, and staff have incorporated their recommended changes.

Financial Impact
None

Mission/Policy/Goal
Opportunity to live, work, and play.
Support the growth and development of the community.

Attachments
1.
