Elk River Municipal Utilities Commission Meeting Minutes <br />June 3, 2025 <br />Page 4 <br /> <br />Chair Dietz asked about the amount recognized for water tower attachments. Ms. <br />Karpinski stated that the entire amount is recognized as a receivable, which explains the <br />high balance in the water department. <br /> <br />Mr. Hanson added that option extensions must also be recognized, as they are treated as <br />automatic renewals. <br /> <br />Chair Dietz then asked about the significant increase in electric sales in Elk River compared <br />to the previous year. Ms. Youngs explained that higher usage in 2025, likely due to <br />weather differences, resulted in increased revenue. <br /> <br />Moved by Commissioner Westgaard and seconded by Commissioner Stewart to receive <br />the Financial Report. Motion carried 5-0. <br /> <br />5.2 2025 Consumer Confidence Report <br /> <br /> Mr. Ninow presented to the commission the 2025 Consumer Confidence Report, also <br />known as the Water Quality Report (WQR), based on samples taken in 2024. <br /> <br /> Chair Dietz asked if there was much variation in the report from year to year. Mr. Ninow <br />explained that while there is opportunity to include additional water-related content, the <br />majority follows the Minnesota Department of Health’s required framework. <br /> <br /> Chair Dietz inquired if the report generates questions from consumers. Both Ms. Foss and <br />Ms. Youngs shared examples, noting that when water quality is in the news, customers <br />often reach out for reassurance, which the WQR effectively provides. <br /> <br /> Commissioner Westgaard requested clarification of the test results, specifically related to <br />the Amount Detected and Range columns of the data table. There was discussion. <br /> <br />Moved by Commissioner Zerwas and seconded by Commissioner Westgaard to receive <br />the 2025 Consumer Confidence Report. Motion carried 5-0. <br /> <br />5.3 Water Tower Attachment Agreement – AT&T <br /> <br /> Mr. Hanson presented the AT&T Water Tower Attachment Agreement memo to the <br />commission seeking approval to proceed with the lease agreement. <br /> <br /> Chair Dietz inquired about the number of existing water tower lease agreements with <br />cellular companies. Mr. Hanson noted that ERMU currently has similar agreements with <br />two other carriers, so AT&T would be a third. <br /> <br /> Commissioner Larson-Vito asked if the proposed rate is comparable to ERMU’s water <br />tower agreements with other carriers and those of carriers in other cities.
