<br />18 <br />City of Elk River <br />Financial Analysis <br /> <br /> <br />Storm Water Operations <br />The following graph illustrates the current operations of the Storm Water Fund for the past five <br />years. Operating revenue decreased $231,037 in 2024 while expenses decreased $434,651 due in <br />large part to grant funding received and related expenses related to an erosion prevention project in <br />2023. The net effect of the changes in revenues and expenses is an operating gain of $128,536, which <br />was positive for the first time in the past five years.
