Chapter 3: The System Today15City of Elk River - Parks and Recreation Master Plan <br />Introduction <br />A critical evaluation of Elk River’s Parks and Recreation System serves as the <br />foundation for this master plan. The needs assessment, which identifies current <br />and future needs and desires, is organized by key topics and includes input results <br />and evaluation and research findings. <br />The needs assessment process included: <br />• Evaluation of the entire system of parks, trails, natural and cultural resources, <br />connectivity, programs, and facilities. <br />• Identification of system-wide needs and opportunities. <br />• Identification of individual park needs and opportunities. <br />• Review of recreation program use and delivery. <br />• Evaluation of current park classification system and standards. <br />• Evaluation of service areas, future growth, and development needs. <br />• Comparison of Elk River’s park system features and facilities to those of peer <br />communities. <br />• Comparison of supply and distribution facilities, fields, and courts to <br />accepted national service standards. <br />• Evaluation of emerging recreation, fiscal, environmental, land development, <br />social and demographic trends influencing Elk River’s parks, recreation and <br />trails. <br />Chapter 3Needs Assessment <br />Where We Are Today <br />Page 83 of 240
