The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />Parks and Recreation Commission <br />Item Number <br />6.2 <br /> <br />Meeting Date <br />June 11, 2025 <br />Prepared By <br />Jeff Shelby, Recreation Manager <br /> <br />Item Description <br />Kingdom Estates Fourth Addition - Park Dedication <br />Reviewed by <br />Jeff Shelby <br />Joe Stremcha <br /> <br />Action Requested <br />Recommend, by motion, park dedication for Kingdom Estates Fourth Addition be paid in cash for one single <br />family parcel, at the applicable rate at the time of recording and a trail easement be placed on the property <br />along the entire Olson Street side of the parcel. <br /> <br /> <br />Background/Discussion <br />The subject property is a 2.51-acre parcel located north of County Road 33 on Olson Street and is zoned <br />Single Family Residential (R1a), which establishes a minimum lot size requirement of 2.5 acres. The applicant is <br />proposing a simple plat to convert Outlot A of Kingdom Estates Third Addition into a buildable lot. <br /> <br />The Outlot was not subject to park dedication when originally platted and now that it is being platted, it is <br />subject to park dedication requirements for a single parcel. <br /> <br />A review of the Parks and Recreation Trail Master Plan indicates that there is a desire for a trail connection <br />within the subject property. Staff recommends the Parks and Recreation Commission recommend to City <br />Council that a trail easement be placed on the property along the entire Olson Street side of the parcel. The <br />final easement width will be determined by the City Council and staff. <br /> <br />Financial Impact <br />Cash to be paid into the Park Dedication Fund. <br /> <br />Mission/Policy/Goal <br />Opportunity to live, work, and play. <br /> <br />Attachments <br />1.
