Chapter 5: How We Get There 64 getting thereRecreation Tiered Pricing
One way to address the stress between the city’s need for cost recovery for some of its programs and ensuring
that programs are affordable and accessible to all residents is by pricing its programs according to a tiered pricing
model.
In this model, programs that benefit the entire community are equally available to everyone and are self-directed
would be supported by revenue from the general tax fund, grants, or partnerships.
For programs that benefit both the community and the individual user fees, grants, or sponsorships would cover
anywhere from 25% to 100% of the direct costs. Examples of such programs are senior programs, after school
programs, and summer camps that require instructors, clean-up, and prep time.
For programs that have a highly individual benefit, such as fitness classes and field trips, user fees may pay for
100% or more of the direct costs.
To assure equal opportunity for low-income users, the Parks and Recreation Department offers scholarships for
fee based programs.
0%
100% Tax
supporTed
25%
50%
75%
100%
100% user fee
supporTed of
direcT cosT
HigHly
individual
benefiT
For example: Private
Lessons, Tennis, Dance
MosTly individual
benefiT
For example: Youth Sports, Adult
Athletic Leagues, Swim Lessons, Fitness
individual / coMMuniTy benefiT
For example: Senior & Adult Programs
coMMuniTy individual benefiT
For example: Teen Programs, After School / No School Activities,
Youth Activities, Events
coMMuniTy benefiT
For example: Parkland and Facilities, Playgrounds, Trails, Concerts
Page 132 of 240
