41 City of Elk River - Parks and Recreation Master Plan Chapter 5: How We Get There <br />• Add park land along with community development. <br /> ▶As development occurs at the conclusion of gravel mining, new parks <br />will be needed to serve new users. Parks and open space can act as an <br />organizing framework and significant amenity for future development. <br />Though the nature of development post-gravel mining has not yet <br />been defined, the following park and open space features should be <br />considered: <br /> ·Greenways that incorporate natural resources, stormwater <br />management, and trails that connect to the Great Northern Trail <br />and Woodland Trails Park. <br /> ·Community recreation and open space resources adjacent to <br />Woodland Trails Park. Consider adding a recreational lake, ideally <br />connected to Woodland Trails Park. <br /> ·Add neighborhood parks and athletic facilities as needed based on <br />expected population and density. <br /> ▶ In the northern part of the city, retain land for parks in neighborhoods. <br /> ▶Provide parks as necessary in the Focused Area Study (FAST) to <br />support new development. <br /> ▶Add a neighborhood park and/or improve trail connections to <br />Meadowvale Heights Park, Camp Cozy Park, and Woodland Trails <br />Park from the northwest portion of the urban service area along with <br />development. <br /> ▶Consider the Fairgrounds for inclusion in the park system should the <br />land become available. <br />2. Focus resources by eliminating duplicated and underutilized park facilities <br />with poor access. <br />Strategies: <br />• Research park acquisition history, and where allowable, sell, vacate, or <br />partner with neighbors to remove the following parks from the park system: <br /> ▶Baldwin <br /> ▶North Terrace <br /> ▶Meadow <br /> ▶Elk Hills Green Space <br /> ▶Property south of Ridgewood on 191 ½ Avenue (75-432-0101) <br />3. Respond to changing recreation trends. <br />Strategies: <br />• Meet changing recreation needs by adding key facilities such as a skate park, <br />splash pad, and pickleball courts. <br />• Complete needed improvements to specific parks. Prioritize improvements <br />based on replacement needs and available funding. <br />• Provide restroom facilities in all signature parks (Orono Park/Dave <br />Anderson Athletic Complex, Lion John Weicht Park, Woodland Trails <br />Page 109 of 240
