8 <br />Railroad Drive Opportunities <br />• The Main Street portion of downtown is relatively well <br />built out, therefore there are only a few opportunities for <br />redevelopment. Railroad Drive, on the other hand, presents <br />significant opportunities for redevelopment. <br />• The properties are underperforming, in that land values <br />exceed the building values - suggesting they are susceptible <br />to change in the near term. <br />• Given the inability to add housing into the immediate <br />Downtown, the Railroad Drive properties are well positioned <br />for multi-family housing. <br />Key Downtown Sites <br />• The City owns several key properties Downtown - including <br />the public parking lot, riverfront properties as well as the <br />street ROW. The City should use these properties to advance <br />the goals of the Master Plan <br />• The church and funeral home are legal non-conforming uses <br />in the Downtown. They are permitted to operate however <br />they are limited in their ability to expand in that location. <br />Development Districts Character Areas <br />• Though the rail line and Highway 10 disrupt the physical fabric <br />of the community, they create the opportunity to clearly <br />define different character areas in the downtown area. <br />• Main Street, between Lowell Avenue and Highway 10 is <br />generally considered the core of downtown - consisting of <br />mercantile, commercial, and mixed use buildings. The area is <br />a center of the community - a place where a mix of uses come <br />together. <br />• West of Lowell, the character changes to urban neighborhood <br />- where housing is the dominant land use. The width of Main <br />Street remains relatively wide, which is inconsistent with the <br />residential character astride it. <br />• Uptown, the area north of Railroad Drive, has never evolved <br />into a place with a consistent character.
