The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />Planning Commission <br />Item Number <br />5.1 <br /> <br />Meeting Date <br />May 27, 2025 <br />Prepared By <br />Zack Carlton, Community Development Director <br /> <br />Item Description <br />Downtown Master Plan <br />Reviewed by <br />Chris Leeseberg <br /> <br />Action Requested <br />Recommend, by motion, approval of the Downtown Master Plan. <br /> <br /> <br />Background/Discussion <br />City staff, along with representatives from multiple boards and commissions, have been working closely with <br />Bolton and Menk to create a 20-year vision for downtown Elk River. The plans are outlined in the 2024 <br />Downtown Elk River Master Plan and have been recommended for adoption by the plan subcommittee. <br /> <br />The city held a public open house on April 22, 2025, and the Planning Commission had a preliminary review of <br />the plan and recommendations later that evening. The full plan is attached and staff are looking for a <br />recommendation to move the document forward for consideration by the City Council. <br /> <br />Financial Impact <br />None <br /> <br />Mission/Policy/Goal <br />Support the growth and development of the community. <br /> <br />Attachments <br />1.
