The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br />[ITEM_HEAD] <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />7.3 <br /> <br />Meeting Date <br />April 21, 2025 <br />Prepared By <br />Zack Carlton, Community Development Director <br /> <br />Item Description <br />Resolution 25-18 Easement Vacation and Resolution <br />25-19 Plat: Carlson Meadow, PID 75-00784-0120, <br />City of Elk River <br />Reviewed by <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Adopt, by motion, Resolution 25-18 vacating the drainage and utility easements on Lot 2, Block 2, MISSISSIPPI <br />RIDGE, and Lot 1, Block 1, MISSISSIPPI RIDGE SECOND ADDITION, subject to the condition that the plat <br />of Carlson Meadow be recorded simultaneously. <br /> <br />Adopt, by motion, Resolution 25-19 approving the final plat of Carlson Meadow. <br /> <br /> <br />Background/Discussion <br />City staff have been working with Blaze Credit Union on a plat to support the extension of Yale Court south <br />to 170th Ave. To establish the right-of-way for the street extension, the lot lines for both parcels at the south <br />end of the existing cul-de-sac must be adjusted. Blaze Credit Union has agreed to the layout shown in the <br />plat, which continues to support their business operations. <br /> <br />Approval of the plat also requires vacating the existing drainage and utility easements running along the <br />existing parcel lines. The proposed vacation will eliminate all existing easements on both the city and Blaze <br />parcels, but the plat re-dedicates all relevant easements required for the existing utilities and proposed <br />layout. <br /> <br />Construction of the street extension is planned for later this year and will provide residents and businesses <br />south of the site with access to the stop light at 171st Ave and Highway 10. With the growing traffic concerns <br />at uncontrolled intersections along the highway, this will improve safety for the community by providing them <br />with access to a controlled intersection. <br /> <br />A draft plan of the street extension is attached. Staff will bring the final plan set to the Council in May for <br />review and approval. <br /> <br />Financial Impact <br />The city has initiated this project and all costs will be paid for using city funds. <br /> <br />Page 148 of 197
