<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Worksession March 13, 2006 <br />Item Description <br />Leed Certification <br /> <br />Item Number <br />5.7.A <br /> <br />Prepared by <br />Rebecca Hau <br />Reviewed by <br /> <br />Introduction <br />A recommendation was made at the February 22,2006 Energy City Commission (ECC) meeting to have <br />the proposed new library be built to Leadership in Energy and Environmental Design (LEED) <br />Certification standards. The Commission is confident that it could qualify for the Platinum certification <br />and is willing to cooperate and provide technical expertise in order for this to be accomplished. <br /> <br />Discussion <br />The ECC is currently in the process of proposing state legislation to have Elk River designated as <br />"Energy City". If this happens, which the Commission is confident it will, the City should be setting an <br />example with their buildings. To qualify for LEED Certification, points must be obtained in several areas <br />including sustainable sites, water efficiency, energy and atmosphere, materials and resources, indoor <br />environmental quality and innovation and design process. <br /> <br />There are four levels of Certification: Certified, Silver, Gold and Platinum. The Elk River School District <br />achieved Certified LEED certification for Westwood Elementary School in Zimmerman and plans to <br />achieve the Gold LEED certification for Twin Lakes Elementary School in Elk River. Westwood <br />Elementary School has seen 30% reduction in water use, achieved 50% energy savings, diverted 59% of <br />construction waste from going to the landfill along with many other benefits. The ECC would like the <br />City to achieve the Platinum LEED Certification for the construction of the library.
