The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br /> <br />Request for Action <br /> <br />To <br />Planning Commission <br />Item Number <br />4.4 <br /> <br />Meeting Date <br />February 25, 2025 <br />Prepared By <br />Chris Leeseberg, Senior Planner <br /> <br />Item Description <br />Ordinance Amendment (PUD): Signage <br />Requirements and Codification, Elk River Crossing <br />Planned Unit Development, Tractor Supply <br />Reviewed by <br />Zack Carlton <br /> <br />Action Requested <br />Recommend, by motion, approval of an ordinance establishing and outlining the development standards for <br />the Elk River Crossing Planned Unit Development and updating the signage standards. <br /> <br /> <br />Background/Discussion <br />The City Council approved the Planned Unit Development (PUD) for Elk River Crossing in 1999 and several <br />subsequent amendments. The applicant, Tractor Supply, has requested an Ordinance Amendment to codify <br />the PUD and allow additional signage for their outdoor garden center. The city code now requires that PUDs <br />be established through an ordinance rather than the Conditional Use Permit (CUP) process. This change <br />enhances access to PUD information for residents and developers while streamlining future amendments. <br /> <br />City staff have drafted an ordinance maintaining the current permitted and conditional uses, along with <br />architectural standards. It is recommended that signage for all freestanding and multi-tenant buildings complies <br />with the Highway Commercial District (C3) Sign Ordinance. However, major tenants (Wal-Mart and Home <br />Depot), will retain the signage allowances specified in the original PUD. Development and Entry signs will also <br />remain consistent with the original PUD agreement. <br /> <br />Attached is a graphic illustrating the affected areas, along with the original PUD agreement and amendments. <br /> <br />Financial Impact <br />None <br /> <br />Mission/Policy/Goal <br />Simplify city ordinances and policies. <br />Support the growth and development of the residential community. <br /> <br />Attachments <br />1.
