As <br />stated earlier the project is proposed to be financed through a combination of assessments to <br />abutting properties, Elk River Municipal Utilities funds, Municipal State Aid funds, and City. Sewer <br />funds. <br /> <br />The proposed improvements outlined in this report are technically feasible from an engineering <br />standpoint. Financial feasibility of this project must be determined by the Elk River City Council, <br />following the public hearing process. <br /> <br />8 <br />
