The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br /> <br />Request for Action <br /> <br />To <br />Parks and Recreation Commission <br />Item Number <br />7.3 <br /> <br />Meeting Date <br />February 12, 2025 <br />Prepared By <br />Jeff Shelby, Recreation Manager <br /> <br />Item Description <br />Specht Family Farm Residential Development Park <br />Dedication <br />Reviewed by <br />Jeff Shelby <br />Joe Stremcha <br /> <br />Action Requested <br />Recommend, by motion, park dedication for the Specht Family Farm Residential Development be paid in cash, <br />land, or a combination thereof, at the applicable rate at the time of recording. <br /> <br /> <br />Background/Discussion <br />At the January 8 Parks and Recreation Commission Regular Meeting, Capstone Homes presented their vision <br />for the Specht property, including their park dedication proposal. The commission was invited to walk the <br />property to gain a better sense of the land being discussed. The site is approximately 250 acres in size and the <br />development proposal includes 533 new single-family parcels. Plans identify approximately 42 acres of park <br />and open space, including a trail running from north to south, with a large segment along the river. The <br />consideration and recommendation of the proposed land for park dedication should be informed by city <br />ordinance, city standards, land use guidelines, as well as historical precedent. <br /> <br />In the past, the Parks and Recreation Commission has largely not recommended wetlands or land in a <br />floodplain as acceptable for park dedication credit. It should be noted that a significant portion of the land <br />proposed here for park dedication credit contains wetlands and does fall within the floodplain. <br /> <br />Financial Impact <br />None <br /> <br />Mission/Policy/Goal <br />Responsible for every dollar - good stewards.
