<br />exhibits of two recently constructed rural trails: one located fully within the ROW and another five feet <br />outside the ROW. <br /> <br />Following the Planning Commission meeting, the applicant raised questions regarding the necessity of the <br />proposed easement and the likelihood of a trail ever being constructed. <br /> <br />In reviewing the attached trail sections, an easement may be required to fully construct a trail along the west <br />side of Jarvis Street. However, as trails are generally constructed close to the roadway, 30 feet may be too <br />large. If the Council supports the trail easement request, a smaller easement of 15 feet should accommodate <br />the trail and areas needed for grading to meet existing grades.
