City of
Elk -
River
To
City Council
Meeting Date
December 16, 2024
Item Description
Discuss No Parking Designation on Local Streets
Request for Action
Item Number
10.1
Prepared By
Ryan Sandhoefner, Engineering Project Manager
Reviewed by
Justin Femrite
Cal Portner
Tina Allard
Action Requested
Discuss whether no parking designations should be considered on city streets.
Background/Discussion
Following the downtown Trick -or -Treat event, there were concerns regarding emergency vehicle access to
Morton/Manor/Norfolk just west of downtown Elk River. During the event, a portion of these streets had
vehicles parking on both sides of the street as there are no signs currently limiting parking. These streets are
narrower than our current urban residential design standard of 34' from back of curb to back of curb.
Morton/Manor/Norfolk measure at 28', 25.5', and 25' respectively.
Because this concern arose from a high -volume downtown event, should we consider a fully encompassing no
parking on one side of the street policy, or instead consider each instance on a case -by -case basis? If a formal
full -encompassing policy is to be adopted, some key questions to be answered are:
At what street width should one side be signed as no parking? Engineering staff would recommend any
streets under 26', as these widths begin to hinder the ability of larger emergency vehicles to navigate
between two parked vehicles.
Should staff actively seek out all urban street sections that fall below the determined threshold and
sign them effective immediately following policy adoption? There are less than 10 city streets that fall
below the 26' width in a residential area.
Staff is happy to have a discussion and proceed in a manner desired by the Council.
Financial Impact
N/A
Mission/Policy/Goal
Meet changing needs - agile.
The Elk River Vision
A avelcoming community with revolutionary and spirited resourcefulness, exceptional service, and community p p W E H E 0 6
engagement that encourages and inspires prosperity
273
