City of <br />Elk - <br />River <br />To <br />City Council <br />Meeting Date <br />December 16, 2024 <br />Item Description <br />Resolution 24-79: 2025 Compensation Plan for <br />Non -Organized Employees <br />Request for Action <br />Item Number <br />4.17 <br />Prepared By <br />Lauren Wipper, Human Resources Manager <br />Reviewed by <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Adopt, by motion, Resolution 24-79 approving the 2025 Compensation Plan for Non -Organized Employees. <br />Background/Discussion <br />Attached is the 2025 Compensation Plan for Non -Organized Employees. Changes include: <br />■ A four percent increase was approved in the 2025 budget and is reflected in item #1 and the Pay Plan <br />on the final page of the document. It is also reflected in pay for paid on -call firefighters, duty officers, <br />police reserves, liquor store clerks, and delivery drivers. <br />■ The minimum wage has increased, reflected in the pay for new firefighters in the training academy. <br />■ Pay rates have been adjusted for seasonal public works employees to accommodate the market and <br />assist in hiring. We have been losing candidates because our hiring process takes more time than the <br />private sector due to background checks and the private sector has been paying more. We hope a pay <br />increase will entice our candidates to be patient through our process. These pay increases fall within <br />the budgeted part-time salaries. We have also increased the annual pay increase to entice employees <br />to return in future seasons to reduce training costs and time. <br />■ Flexible Benefits Plan contributions - Approved at the October 7, 2024, Regular Council meeting. <br />■ Added LELS 589 to item # 19 regarding union members who receive compensation and benefits <br />according to their contract. <br />Financial Impact <br />The compensation plan costs are accounted for in the approved 2025 budget. <br />Mission/Policy/Goal <br />The Elk River mission <br />Attachments <br />I.
