The system is owned and maintained by a third-party company to which the <br />Homeowners Association (HOA) makes monthly payments. <br /> <br />Like other subdivisions with cluster septic systems in the recent past, Meadowwoods Village HOA, through <br />the attached petition, is requesting a connection to the city sewer system. Their current nutrient output <br />exceeds the permitted amounts set by the MPCA, meaning substantial improvements would need to be made <br />to continue their current cluster septic operations. Considering long-term maintenance and ownership, the <br />HOA seeks to connect to the city sewer. <br /> <br />Provided it is the desire of the Council to consider a public project to extend sewer service to accommodate <br />the request, some initial direction on the following is desired. <br />▪ Execution of Agreement with HOA and surety <br />▪ Project inclusion in the Capital Improvement Plan <br />▪ Buyout of current cluster system ownership <br />▪ Preliminary assessment considerations and potential process <br />▪ Project development (preliminary design, final design, construction) <br /> <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Meet changing needs - agile <br /> <br />Page 111 of 204
