City of <br />Elk Meeting of the Elk River EDA Beautification Committee <br />River Held at the Elk River City Hall <br />Monday, July 11, 2022 <br />Members Present: Ryan Hardin, Melissa McAlpine, Ashely Welsh (via Zoom), and Deb <br />Hjermstad (via Zoom) <br />Members Absent: <br />Staff Present: Brent O'Neil, Economic Development Director <br />Joshua Mollan, Economic Development Specialist <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee <br />was called to order at 10:02 a.m. by Chair Hardin. <br />2. Consider Agenda <br />Motion by Welsh and seconded by McAlpine to approve the agenda. <br />Motion carried 4-0. <br />3. Consent Agenda <br />Motion by McAlpine and seconded by Welsh to approve the consent agenda. <br />Motion carried 4-0. <br />4.1 Beautification Award Policy Amendments <br />Mr. Mollan led the committee through the changes redlined in the Beautification Award <br />Policy. He explained that while the verbiage on encouraging self -nomination was removed, <br />the policy still states that it is allowed. <br />Mr. Mollan highlighted that, if approved, the ability to submit a hard copy application will be <br />excluded, therefore the entry form was removed from the policy document. <br />Hardin questioned staff on if submitting photos on the online application is required or not. <br />He later confirmed that it is required to submit photos with the application. <br />The remainder of the committee expressed acceptance of the proposed changes. <br />Motion by McAlpine and seconded by Hjermstad to approve the modifications to the <br />Beautification Award policy. <br />Motion carried 4-0. <br />
