�i <br />Elk River --�- <br />Municipal Utilities UTILITIES COMMISSION MEETING <br />TO: <br />FROM: <br />ERMU Commission <br />Mark Hanson — General Manager <br />MEETING DATE: <br />AGENDA ITEM NUMBER: <br />December 10, 2024 <br />6.1a <br />SUBJECT: <br />Staff Update <br />ACTION REQUESTED: <br />None <br />DISCUSSION: <br />• The City will be presenting the Minnesota Municipal Power Agency (MMPA) Amendment, <br />approved by the Utilities Commission in November, for approval via the consent agenda at <br />their December 16, 2024, Council meeting. <br />• 1 received a revised proposal from LEO A DALY regarding a high-level cost review to convert <br />the building to general administrative space conducive to a history/education center. Staff <br />has informed LEO A DALY of our intent to enter into an agreement for phase one of the <br />review. Phase one will provide us with a high-level cost to renovate the building and will <br />explore possible fund sources such as grants, legislative bonding, and philanthropic <br />donations. The intent is to present the findings to the Commission in January. <br />• The MMPA Board of Directors met November 19, 2024, at Chaska City Hall in Chaska, <br />Minnesota and via videoconference. Commissioner Stewart and I attended. The public <br />summary follows: <br />• The Board reviewed the Agency's operating and financial performance for October <br />2024. <br />• Clean Energy Choice program participation increased by 41 participants. 5.9% of <br />residential customers participate in the program. <br />• The Board discussed the status of renewable projects the Agency is pursuing. <br />• The Board discussed Xcel Energy's request to increase electric rates in Minnesota by <br />9.6% for 2025 and another 3.6% for 2026. <br />Page 1 of 1 <br />139 <br />
