Council approval of a Development Agreement outlining the responsibilities of the developer. <br />2. The applicant must receive final approval of all state and federal wetland permits and applications prior to <br />recording. <br />3. The Water Availability Charge shall be paid in the amount required by the city when the final plat is <br />released for recording (currently $390/plumbing unit). <br />4. A Letter of Credit shall be provided to the city in the amount of 100% of the costs of the public <br />improvements. <br />5. Upon completion of all improvements and acceptance by the city, a security or warranty in a form <br />acceptable to the Public Works Director must be secured. <br />6. The Development Plan shall be approved by the public works director prior to issuance of building permits. <br />7. Staff approval of all site, civil, and landscaping plans. <br />8. All mailboxes shall be clustered. <br />9. Address all comments in the comment letter dated October 8, 2024. <br />10. Park Dedication requirements will be consistent with the preliminary plat approval. <br />11. Any item or condition found that indicates the site is likely to yield information important to pre-history <br />or history shall be reported to the city immediately. Further, the city reserves the right to stop work <br />authorized in its approval until the site is appropriately investigated and work is authorized. <br /> <br />Background/Discussion <br />The applicant, Lennar, is seeking approval for the second phase of Bradford Park. This phase will plat 96 new <br />single-family lots and establish the subdivisions' primary connection to County Road 40. The county road <br />connection is a critical improvement for this project as it will minimize construction traffic through the <br />existing neighborhoods of Miske Meadows and Twin Lakes Estates. <br /> <br />This phase will also begin to develop the park infrastructure approved as part of the project. The park <br />approvals will require cost sharing from the city for the regional trail running through the center of the <br />project. The responsibilities of the developer and the city will be outlined in the development agreement. <br />Page 146 of 294
