The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.5 <br /> <br />Meeting Date <br />October 21, 2024 <br />Prepared By <br />Lauren Wipper, Human Resources Manager <br /> <br />Item Description <br />Hire Police Chief: David Kuhnly <br />Reviewed by <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Approve, by motion, the hiring of David Kuhnly to the position of police chief effective November 12, 2024, <br />conditioned upon the successful completion of required pre-employment screening. <br /> <br />Background/Discussion <br />Following a recruitment process conducted by MGT Consulting/GovHR, and interviews conducted by <br />department and city staff and leadership from community partners, the City Council interviewed David <br />Kuhnly on September 30, 2024. The City Council unanimously directed staff to move forward with Mr. <br />Kuhnly's hiring. <br /> <br />David Kuhnly is currently the Deputy Director of Public Safety/Deputy Chief of Police for the City of <br />Plymouth. Deputy Chief Kuhnly is in the process of finalizing the background check, psychological assessment, <br />and medical exam phase of the hiring process. Anticipating no concerns and to facilitate an expedited start, we <br />are asking the City Council to approve his hiring conditioned on the successful completion of this phase. <br /> <br />Deputy Chief Kuhnly will start on November 12, 2024, at pay step D of pay grade 1.5E. He will receive a bank <br />of 40 hours of vacation time and 40 hours of sick time at hire. He will be placed into our vacation accrual plan <br />at the rate of a nineteen (19) year employee.
