City Council Minutes
September 16, 2024
---------
fundamental problem is that we are given their ice schedule too late in the game to be able to have the
opportunity to sell the hours that they are not using to other user groups, limiting the ability to sell ice.

Commissioner Westgaard stated that they should let the ERYHA scheduler know the situation and have
that communication. Mr. Stremcha stated that it is deeper than the communication between the ERYHA
scheduler and Ms. Estby. It is a fundamental problem that they have tried to remedy with ERYHA to
schedule within the policy and procedures of the facility, which is 45 days out, so there would still be an
opportunity to sell unused ice time to other user groups.

Mr. Stremcha stated he would be willing to sit down with Mr. Eason and whomever they think is
necessary to have a collaborative meeting with the team to make things right and stated they will have a
fresh note, a clean slate with having new staff at the FT Center as part of the conversation. The Council
and Commissioner Westgaard agreed that it would be necessary to do so.

Commissioner Westgaard stated that Mr. Eason would like more than anything to work something out
and stay at the FT Center.

Mayor Dietz stated that they made it clear now who the people are that you need to talk to and
explained they are more than willing to sit down and figure things out and if that becomes a problem
then they should come back to the Council to talk to us again.

It was discussed and agreed that there has to be better communication by all parties.

10.4 FT Center Leased Space Rental Rate
The staff report was presented.

Mr. Portner explained they were approached by Thumbs-Up, a local non-profit, asking about using the
facility for programming for middle school and high school groups. They are asking for a non-profit rate
or discounted rate, which has not been established yet at the FT Center.

Ms. Estby stated that this has been a common request.

Mr. Portner suggested waiting until the new Facility Manager starts to discuss non-profit rates. The
Council agreed and directed staff to do some research on rates and what others are doing. Mayor Dietz
stated that we have to clearly define what is non-profit or charitable giving and explained that it could
potentially be a lot of groups.

Mr. Portner asked the Council about scheduling the Police Chief Interviews for Monday, September 30,
2024. It was agreed to move forward with scheduling the interviews for September 30, 2024.

11. MOTION TO ADJOURN

Moved by Councilmember Beyer and seconded by Councilmember Wagner to adjourn the
meeting of City Council. Motion Carried 4-0.

The meeting adjourned at 10:04 PM
