<br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
<br />1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or
<br />the public health, safety, morals, comfort convenience or general welfare of the neighborhood or the city.
<br />As this religious institution has been operating for over 20 years, and the proposed additions will not
<br />introduce alternative uses on the parcel, the use will not endanger, injure or detrimentally affect the use and
<br />enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort,
<br />convenience or general welfare of the neighborhood or the city.
<br />Staff do not see a need to impose specific conditions to satisfy this standard.
<br />2. Will be consistent with the comprehensive plan.
<br />The property is guided as Public/Semi Public and includes local government uses, municipal facilities,
<br />community service providers, schools, and places of worship and assembly such as City Hall, fire stations,
<br />churches, and Elk River's public schools. Coordination with schools and service providers is key to ensure
<br />these essential facilities have capacity and/or are in areas that can support growth and development as it
<br />occurs. The use is consistent with the Comprehensive Plan.

<br />3. Will not impede the normal and orderly development and improvement of surrounding vacant property.
<br />The area is currently developed with large lot single family homes and as there are no vacant lots, the
<br />proposed use will not affect development of the surrounding area.

<br />4. Will be served adequately by and will not adversely affect essential public facilities and services including streets,
<br />police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in
<br />particular, create traffic congestion or interference with traffic on adjacent and neighboring public
<br />thoroughfares.
<br />The subject parcel utilizes public facilities and will be served adequately by and will not adversely affect
<br />essential public facilities and services including streets, police and fire protection, drainage, refuse disposal,
<br />water and sewer systems, parks and schools; and will not, in particular, create traffic congestion or
<br />interference with traffic on adjacent and neighboring public thoroughfares.
<br />As was stated, the fire code official can require more than one fire apparatus access, and it is recommended
<br />that any addition after Phase 2 requires the property to provide access to 217th Avenue with an upgrade to a
<br />paved street, to city standards, from Elk Lake Road to the second access.
<br />5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental
<br />to any persons or property because of excessive traffic, noise, smoke, fumes, glare, odors, dust or vibrations.
