This is a 4.4% <br />increase over the 2024 budget. <br /> <br />Preliminary Net Tax Capacity (NTC) values should be available next week from Sherburne County. On <br />September 16, the Council will adopt the maximum Preliminary Tax Levy for taxes payable in 2025. The Final <br />Tax Levy will be adopted in December and can be the same or lower but cannot be greater than the <br />Preliminary Tax Levy. <br /> <br />The full-time firefighter position and youth enrichment coordinator positions presented during the prior <br />Work Sessions were not included in the 2025 budget. A third position of shelter liaison has also been <br />developed for consideration and is included in the packet. <br /> <br />Discussion Items to Consider: <br />▪ Personnel requests – funding of personnel requests not included in the preliminary General Fund <br />Budget. <br />▪ Council direction regarding the General Fund Budget and Preliminary Tax Levy. <br />▪ Adding the debt service payments for the Public Works facility on the levy. <br /> <br /> <br />Financial Impact <br />The 2025 budget has a direct impact on residential property taxes and user fees. <br /> <br />Mission/Policy/Goal <br />Responsible for every dollar - good stewards. <br /> <br />Page 187 of 197
