<br /> <br />Adopt, by motion, Ordinance 24-19 amending Sec. 30-1600 to include the additional land included in the <br />Bradford Park PUD. <br /> <br />Background/Discussion <br />The applicant, US Home LLC, (Lennar) has submitted a proposal to expand the Bradford Park Development <br />across the pond to Cleveland Street (CR 40). Previous approvals included 314 single-family homes and <br />focused on the area west of the pond. The new proposal would develop the remainder of the land near the <br />pond and CR 40 and includes 119 single-family lots, bringing the total lot count of Bradford Park to 433 single- <br />family homes. The current proposal differs from the previous project in that it no longer includes townhomes <br />or private streets. All lots within the subdivision are now detached single-family units with lots between 55 <br />and 65 feet wide. <br /> <br />Parks and Recreation <br />The Parks and Recreation Commission reviewed the Bradford Park South plat on Wednesday, August 14. The <br />Commission recognized, per city ordinance, that Phase 1 required 26.56 acres of land dedication. Phase 1 <br />dedicates 27.37 acres, a difference of 0.8056. Phase 2 (Bradford South) requires 10.067 acres of land or a cash <br />dedication of $364,821.87. The additional Phase 1 excess dedication of 0.8056 acres is applied to the Phase 2 <br />(South) park dedication requirements. <br /> <br />The Commission recommended the developer construct a trail behind the homes along the west side of the <br />cul-de-sac for Road H. The trail would extend from 185th Ave north and connect with the trail shown on the <br />west side of Cleveland. This trail connection would provide credit towards the land dedication requirements <br />for the subdivision, estimated at 2.5 acres or roughly $90,598 for a total of 3.3056 acres with an equivalent <br />cash value of $119,792. The final land dedication and per-unit fee will be calculated based on the plans <br />submitted with the final plat of this area. The park and trail locations are shown on the attached exhibit. <br /> <br />Planning Commission <br />The Planning Commission held a public hearing regarding this application on July 23, 2024. No one spoke for <br />or against the application. After the meeting, the resident at 18434 Cleveland St NW contacted staff with <br />questions. Staff met with the resident and reviewed the submitted plans. He did not have any concerns with <br />the current application and appreciated the transition away from the townhomes that previous plans had <br />shown along his property line. <br /> <br />The Planning Commission discussed the smaller lots (55 feet wide) and their distribution within the plat. They <br />supported the smaller lots and noted that our surrounding communities have continued to move towards <br />narrower single-family lots. The Commission supports the removal of the townhomes, noting the benefit to <br />the neighboring property owner, and believes the narrower lots address the affordability guidance from the <br />Comprehensive Plan. <br /> <br />The Commission unanimously recommended approval of the Preliminary Plat and the ordinance amendment <br />with the conditions noted in the memo. <br /> <br />Financial Impact <br />None <br /> <br />Mission/Policy/Goal <br />Meet changing needs - agile <br />Opportunity to live, work, and play <br />Support the growth and development of the community <br /> <br />Page 128 of 327
