I. RESOLUTION <br />Variance Request — Requesting variance for 25 MPH horizontal curves instead of 30 MPH <br />horizontal curves as required by State Aid Rule 8820.9936 — to be acted on by the Elk River City <br />Council prior to the variance committee meeting. <br />Parking Restrictions on State Aid Routes - Establishing Parking Restrictions on Particular Municipal <br />State Aid Routes— to be acted on by the Elk River City Council in a future meeting. <br />II. LOCATION MAP AND TYPICAL SECTION <br />See Figure 1 for existing and proposed typical sections. Existing roadway section is a 32'-42' wide <br />urban roadway. Proposed section is a 32-ft urban roadway. See Figure 2 for proposed variance <br />request design. Figures 3 and 4 show potential designs that would stay within the parameters of <br />8820.9936 but would include additional cost. <br />III. ADJACENT LAND USES <br />Land uses along Dodge Avenue NW include Various restaurants and buisnesses including but not <br />limited to an auto shop, tattoo shop, buffet, and veterinary clinic. Land use along 51h Street NW <br />include apartments, residential homes, and buisnesses including a mortgage broker and tailor. <br />IV. MOTORIST, PEDESTRIAN, VEHICLES AND COMMERCIAL NEEDS <br />The proposed conditions would turn an existing stop condition with conflict points into a <br />continuous curve improving the safety of the intersection. With all options the city intends to add <br />a sidewalk on the north side of the road increasing pedestrian safety and access to the larger <br />sidewalk network. <br />V. EFFECTS OF DESIGNING IN ACCORDANCE WITH RULE AND WITHOUT <br />A. With the rule (30 MPH Curve) <br />1. Need for acquiring additional right-of-way from two properties. <br />2. Relocation of pond due to 30 MPH curve requirements. <br />3. Existing 25 MPH curve outside project limits to the north will remain in place <br />restricting speeds. <br />R. With the rule (30 MPH Super Elevated Curve) <br />Need for acquiring additional right-of-way from two properties. <br />2. Relocation of pond due to 30 MPH curve requirements. <br />3. Existing 25 MPH curve outside project limits to the north will remain in place <br />restricting speeds. <br />C. Without the rule (25 MPH curve) <br />1. Minimal right-of-way acquisition and impact on 522 Dodge Avenue. <br />2.
