City of <br />Elk - <br />River <br />To <br />City Council <br />Meeting Date <br />June 17, 2024 <br />Item Description <br />Resolution 24-33: Variance Request for Dodge <br />Avenue and 5th Street Intersection <br />Request for Action <br />Item Number <br />4.9 <br />Prepared By <br />Ryan Sandhoefner, Engineering Project Manager <br />Reviewed by <br />Justin Femrite <br />Lori Stich <br />Joe Stremcha <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Adopt, by motion, Resolution 24-33 detailing the proposed variance of Dodge Avenue NW (MSA Route 118), <br />5th Street NW (MSA Route 117), and Line Avenue NW (MSA Route 136). <br />Background/Discussion <br />As part of the city's frontage/backage road project scheduled for 2025, 5th Street is set to be realigned to run <br />continuously from Dodge Avenue to Line Avenue. This includes implementing a new cul-de-sac on Line <br />Avenue just north of 184th Circle. Because these segments are part of the city's State Aid routes, they must <br />conform to all State Aid road requirements unless otherwise approved by MnDOT State Aid Operations. <br />Due to right-of-way restrictions and to keep the curve consistent with the rest of Dodge Avenue, staff <br />recommends requesting a variance from State Aid rules to allow a 25 MPH curve at the intersection of Dodge <br />Avenue NW and 5th Street NW in lieu of a 30 MPH curve. Part of the variance application includes the need <br />for a formal resolution passed by the City Council. <br />Financial Impact <br />If the variance request is approved, it is estimated to save approximately $195,000 in right-of-way and pond <br />relocation costs. <br />Mission/Policy/Goal <br />Responsible for every dollar - good stewards <br />Attachments <br />I.
