Page 9 of 12 <br />Sec. 2-296. Established. <br />A city planning commission is hereby established. The commission shall be the city planning agency <br />authorized by Minn. Stats. § 462.354, subd. 1(1). <br />Sec. 2-297. Membership. <br />The planning commission shall consist of seven members who are residents of the city. and appointed by the <br />city council for terms of three years. All terms shall end on the last day of February. A vacancy shall be filled by the <br />city council for the remainder of the term. Officers of the commission shall consist of chair and vice-chair, as <br />elected by the commission. The chair shall preside at all meetings of the commission if present, and perform other <br />duties and functions assigned by the commission or the city council. The vice-chair shall perform these duties in <br />the absence of the chair. If a vacancy occurs in the chair office, the vice-chair shall assume the chair'’s duties for <br />the remainder of the year and a new vice-chair shall be elected by the commission at the next scheduled <br />commission meeting. <br />Sec. 2-298. Purpose. <br />The planning commission assists in implementing city plans by making recommendations to the City <br />Council on long-range planning issues, such as land use and transportation, as well as current issues including <br />subdivisions, site plans, conditional use permits, and variances. <br />Sec. 2-2998. Powers and duties. <br />The planning commission shall have and exercise the powers and duties conferred upon such commissions <br />by Minn. Stats. §§ 462.351—462.364 and by ordinances, rules, and regulations of the city. The commission shall <br />also exercise the duties conferred upon it by this Code and by the council. After the commission has prepared and <br />adopted a comprehensive plan, the commission shall periodically review the comprehensive plan, any ordinances, <br />and any capital improvement program the council has adopted to implement the plan. After such review, it shall, <br />to the extent it deems necessary, revise the comprehensive plan, adopt the amendments or the new <br />ccomprehensive plan, and recommend it to the council in accordance with lawthe law. Similarly, after such review, <br />it shall recommend to the council any amendments it deems desirable to the capital improvement program and <br />any ordinance implementing the plan. <br />Sec. 2-300299. Meetings and rules of procedure. <br />The planning commission shall meet regularly on the fourth Tuesday of each month to take action on its <br />official business, including planning-related itemsat such time and place as established per their bylaws. Special <br />meetings may be held at any time upon the call of the chair. Notice of the time and place of a special meeting shall <br />be communicated to the members and publicly noticed at least three days prior to the meeting except in the event <br />of an emergency. A majority of the commission members shall constitute a quorum. All commission meetings shall <br />be open to the public. Except as provided in this article, the commission shall be governed by and operate <br />pursuant to Robert's Rules of Order, Newly Revised (ninth edition). <br />Sec. 2-301. Reports. <br />The planning commission’s reports, conclusions and recommendations shall be made to the city council as may be <br />required. Its reports, conclusions and recommendations are purely advisory, and the final determination and <br />responsibility shall be with the city council. <br />Secs. 2-3020—2-325.
