It <br />is governed by a Mayor who serves a two-year term and four Council Members who serve four-year terms. City Council <br />Members serve at large. <br />The Mayor and Council Members are responsible for approving operating and capital improvement budgets, employing a <br />City Manager, establishing City regulations and ordinances, maintaining public facilities, and planning the City's future. <br />The City Manager is the chief administrative officer of the City under the direction of the City Council, and advises the <br />Council in matters of general policy, personnel, budget and procedure. This position is responsible for the daily <br />administration and coordination of all City affairs in accordance with City Code, ordinances, resolutions, and directives <br />from the City Council, as well as administration of financial functions of the City. The City Manager directs all municipal <br />operations including, but not limited to, coordination and facilitation of all City Council meetings. The City Manager is <br />ultimately responsible for the day-to-day management of the City which includes oversight of Fire, Public Works, <br />Finance, Administration, Community Development, and contracted Police Services. <br />The City provides its residents and businesses a full range of municipal services consisting of police, fire, public works, <br />parks and general administrative services. The City also operated five enterprises in 2022: a liquor store, water utility, <br />sewer utility, storm sewer utility, and a curb -side recycling service. <br />The City of Mound operates a very unique program - the Mound Docks and Commons Program. It is the largest <br />municipally owned dock program in the state permitting over 600 boats annually on Lake Minnetonka. They dedicate the <br />shorelines of Mound, just as parks are dedicated for public use, so that all Mound residents could enjoy the use of the <br />Lake, not just those whose property faces (abuts) the lake. Currently, inland Mound residents have an opportunity to have <br />access to Lake Minnetonka through the approximately 144 dock sites and 100 slip sites. Page 332 of 4305 <br />
