LENNAR <br />Mr_ Zack Carlton, AICP <br />Planning Director <br />City of Elk River, MN <br />April 24, 2023 <br />Dear Zack, <br />Lennar is pleased to submit this application requesting a zone change, PUD, preliminary plat, and phase <br />1 grading permit for Bradford Park, located at the intersection of Twin Lakes Parkway and Cleveland <br />Street/CSAH HWY 40. A detailed description of the neighborhood is below. <br />General description & Background <br />The City of Elk River reviewed a concept plan with 400 single family homes and 128 townhomes in summer <br />of 2022. The townhomes are all located on the eastern portion of the site, adjacent to Cleveland Street. <br />During winterof 2022/2023 Lennar and the City completed an EAW that analyzed environmental impacts <br />for up to 613 single family homes. This preliminary plat and PUD application are the next steps in securing <br />land entitlements to begin development work in 2023. <br />Bradford Park is proposed as a residential neighborhood that will incorporate a mixture of housing types <br />to achieve Iifecycle housing for various life stages and income leve.s. By offering home choices that target <br />various demographics (young families, single adults, divorcees, empty -nesters or retirees), a true "aging <br />in place" community can be achieved. The community includes 4 different single-family products with <br />varying garage sizes, bedrooms, bathrooms, and square footages. <br />It should be noted that only the 55' and 65' single-family detached homesites in the western portion of <br />the neighborhood are being preliminary platted at this time. The townhomes and smaller single-family <br />homes will be confirmed and platted in future phases. A brief description of the proposed single-family <br />homes on the west side of the community is below: <br />Lot width: 55' and 65' <br />Unit Width: 28' to 50' <br />Basement foundations. Walkout, Lookout, Full Basement or Slab on grade <br />Square footages: Approximately 1,500 — 3,500 square feet <br />Garages: 2 or 3 sta II <br />Beds/Baths: 3+ beds, 2+ baths <br />Additional Options: Screened porches, decks, morning rooms <br />Exterior architectural materials consist primarily of vinyl siding with composite stone accents. These <br />materials are designed to withstand the elements and incorporate decorative features on the elevations <br />such as different textures or colors, window trim and/or grids, shutters, pilasters, gables and brackets, <br />Page 150 of 430 <br />
