<br /> <br />Backqround of the Proposed Study <br /> <br />We understand that the City of Elk River intends to retain outside consulting expertise to plan, conduct, <br />document, present and facilitate the implementation of a new job evaluation methodology. <br /> <br />The existing job evaluation methodology was originally developed by Control Data Business Advisors <br />(CDBA), then purchased by Personnel Decisions International and then sold to another vendor. The City <br />Council, based on recommendation of the Personnel Committee, supports the adoption of a new job <br />evaluation methodology. <br /> <br />Finally, we understand that the City job descriptions covering classifications to be included in the study <br />are current and accurate. Therefore, the Personnel Committee has indicated there is no requirement for <br />the use of job description questionnaires. <br /> <br />The primary reasons for conducting a classification study at this time are: <br /> <br />~ An in-depth classification study has not been done for a considerable period of time. <br /> <br />~ A classification study will recognize the job content and essential accountabilities currently assigned <br />to each City classification. <br /> <br />~ The City wants to ensure that all classifications are appropriately classified for internal equity <br />purposes and also so that the City will continue to remain in compliance with the State of Minnesota <br />Local Government Pay Equity Act (LGPEA). <br /> <br />Obiectives of the Proposed Study <br /> <br />The City expects a proposal including work plan steps to: <br /> <br />1. Review existing job descriptions / classifications and evaluate each classification using our firm's job <br />evaluation methodology. <br /> <br />2. Train the Personnel Committee, convened and coordinated by the Human Resources <br />Representative, on how to evaluate positions using our firm's job evaluation methodology. <br /> <br />3. Provide ongoing support on an as-needed basis for the Personnel Committee and/or to provide an <br />independent job evaluation rating for new positions. (The latter means independent, post-study job <br />evaluations by the consultant). <br /> <br />Scope of the Proposed Study <br /> <br />The classification study will include the City's approximately 70 classifications. <br /> <br />RILEY, DETTMANN & KELSEY LLC <br /> <br />1 <br />
