<br />Request for Action <br /> <br />To Item Number <br />City Council 2.1 <br /> <br />Meeting Date Prepared By <br />September 30, 2024 Lauren Wipper, Human Resources Manager <br /> <br />Item Description Reviewed by <br />Police Chief Candidate Interview Cal Portner <br />Tina Allard <br />Action Requested <br /> <br /> <br />Background/Discussion <br />MGT Consulting/GovHR brought 7 candidates to us for initial review. City Administrator Cal Portner and I <br />reviewed the application materials and chose six candidates for interviews. <br /> <br />The first round of interviews was held on September 11, with one candidate being interviewed on September <br />13. These interviews consisted of three panels, each with a different set of questions. One interview panel <br />was made up of department directors, one was made up of police department employees, and one was made <br />up of senior leadership from other communities or city partnerships. Following the first round, we arranged <br />for Leadership and Management Assessments through Faul Psychological for four candidates. We invited them <br />back for a second interview with the city administrator, ERMU GM, and department directors. Second <br />interviews were held on September 18. <br /> <br />Following interviews, Leadership and Management Assessment, and backgrounding by MGT/GovHR we <br />recommend David Kuhnly for your consideration. Deputy Chief Kuhnly served 20 years with the Golden <br />Valley Police Department. He started as a Community Service Officer and moved up the ranks, serving in <br />both the patrol and investigations divisions of the department. He was a member of West Metro SWAT and a <br />Field Training and Use of Force Sergeant. He served as the Police Commander his final four years in Golden <br />Valley.
